This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 1232SA25Q0126 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04 dated 06/11/2025. This solicitation is issued as Total Small Business Set-Aside. The associated NAICS code is 334519 – Other Measuring and Controlling Device Manufacturing. The small business size standard in number of employees is 600. CLINS: 0001: Equipment for Fully Automated Soil-Water Characteristic Curve measurements per salient characteristics as listed in attached Item Specifications Document. 1 each. Description/Specifications: See attached Item Specifications Salient Characteristics document. Date, Place of Delivery and Acceptance: Date delivery required: 09/30/2025 or earlier. Delivery location: USDA, ARS, Hydraulics Engineering Research Unit (HERU) 9501 W. Lakeview Rd. Stillwater, OK 74075 This requirement shall be delivered FOB Destination inclusive of all costs. Agencies will not consider or use these representations. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.
