The manufacturer shall be complaint with the Buy American Act and the cost of its components mined, produced, or manufactured in the United States exceeds 65 percent of the cost of all its components. The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) seeks to award a firm fixed price purchase order for two (2) Pressure Seal Units for the National Operations Division (NOD) Paper Mail Center (PMC). The USDA-NASS-NOD operates the PMC at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is a total small business set-aside. This combined synopsis/solicitation 1232SA24Q0144 is issued as a request for quotation (RFQ). This combined synopsis/solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. NAICS for this procurement is: 532420. Size Standard: $40M The vendor shall submit quotes via email to Katelyn.Nelson@usda.gov with a subject line of “Quote: 1232SA24Q0144”, for receipt no later than 12:00 pm EST, Thursday, September 5th, 2024. Only those quotes received by this date and time will be considered for award. Submission of a quote that does not contain all items requested below may result in elimination from consideration for award. The offeror’s response must contain the name, phone number, and e-mail address of the person to be contacted concerning any matter related to the solicitation. Include the following information in your proposal: • UEI number; • Company name, address and website; • Company Point of Contact, Phone and Email address. Please provide completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with any offer. In addition, the quote should address the product specifications called out in the Statement of Work and shipping costs must be included in the quote.
