A market survey is being conducted to determine if there are adequate Small Business, SBA-certified HUBZone, SBA-certified 8(a), Women-Owned, or Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is not a solicitation Announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service (ARS) will not award a contract based on responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing any analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. Also, if you have a GSA Schedule please state that as well. Personal Assistance Services (PAS) for the Department of Agriculture to include but limited to, providing any additional assistance needed to perform “activities of daily living” such as eating, drinking, dressing, toileting, transferring and walking. Person requiring assistance may also need but not limited to: Transferring in and out of a restroom stall or on and off a toilet. Assisting with toileting. Transferring in and out of vehicles and mobility devices (e.g., cars, busses, airplanes, wheelchairs, scooters, etc.); this may include lifting and carrying the PRA. Travel with the PRA on work-related business trips (e.g., site visits, travel to/from airports/hotels/shuttles, workshops, conferences, and dining). Retrieving food and beverages with the PRA, cutting food, and/or feeding the PRA. Removing and putting on clothes, outerwear, and accessories. Packing, unpacking, and retrieving items (e.g., computer, food, money from wallet, etc.). Adjusting, manipulating, or operating the PRA’s workstation and government equipment/technology (e.g., inserting PIV card, moving monitors, moving furniture, retrieving documents from a copier, etc.) Accompanying the PRA to walk service animal or navigate the facility. Turning and positioning of the client(s) (e.g., in a wheelchair or desk chair). Reading services for blind or visual impaired employees NAICS Code 561990 – All other Support Services $12.00 Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business.
