The intent of this presolicitation notice is for informational purposes only. The USDA/ARS/COB intends to award a sole source firm fixed price contract for 12 months and four (4) one (1) year options to CRDF Global. The proposed contract will be awarded using JOFOC procedures citing the Authority 41 USC 3304(a)(3) as implemented by FAR 6.302-1 only one responsible source and no other supplies or servcies will stisfy agency requirement. The synopsis does not constitute IFB, RFP or RFQ nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submiting a response to this notice. However, all responsible sources meeting the requirement which if received within 15 calendar days of this publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary POC as shown on this notice. If no written responses are received, the contract will be awarded without further notice.

Sources Sought Notification for Foreign Visiting Scientist Program This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for Foreign Visiting Scientist in accordance with the attached SOW. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 4:00 pm on November 12, 2021, to the attention of Sabrina Brown, Contract Specialist, sabrina.brown@usda.gov. All questions are asked to be submitted in writing to the Primary Point of Contact and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: 1. Organization Name; 2. Contract Name, e-mail address and phone number; 3. Organizations DUNS number; 4. Business size status for the applicable NAICS code; 5. A statement of interest in any forthcoming acquisition. 6. A statement of capability to perform details of the requirement. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
