THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), National Agricultural Library (NAL), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one-year firm-fixed price (plus one additional 1-year option period) awarded to the Annual Review Journals. The National Agricultural Library requires renewal of its subscription to immediate, full, un-embargoed IP authenticated, perpetual electronic access via the Internet for all USDA users to the full content of specified journals published by Annual Reviews, Inc. Because this is an ongoing annual requirement, an option year will be built into this award. Annual Reviews, Inc. is a nonprofit publisher dedicated to synthesizing and integrating knowledge for the progress of science and the benefit of society. Annual Reviews provides researchers, professors, and scientific professionals with a definitive academic resource in more than 45 scientific disciplines. Annual Review articles hold a unique place in the scholarly communication ecosystem because they transfer expert knowledge synthesized from the exponentially expanding corpus of scientific literature to scholars and society. Annual Reviews publications are among the highest cited publications by impact factor according to the Journal Citation ReportsĀ® published by Thomson Reuters. Annual Reviews is the sole manufacturer and seller, as well as copyright holder, of its publications. According to the Society website: Annual Reviews retains all copyright and intellectual property rights to the digital and print information purchased. Annual Reviews warrants and will ensure that it holds distribution rights for all journals and other information provided. The anticipated date of award will be on or about: 09/27/2019.
