THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), National Agricultural Library (NAL), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one-year firm-fixed price (plus three 1-year option periods) awarded to the American Phytopathological Society (APS). The National Agricultural Library requires a renewal of its subscription to a full content of journals published by the American Psychopathological Society. Market research has been ongoing and no other sources are available to provide this service. The American Psychopathological Society publishes unique, copyrighted journal content unavailable from any other source. APS members come from academia, government, industry, and private practice. APS works with a variety of stakeholders on agricultural, food safety, and food security issues. APS also provides scientific input on public policy issues to federal policy makers and agency personnel and works with other scientific organizations and coalitions to increase the awareness of the science of plant pathology and advocate for increases in agricultural research funding. According to the Society website: APS Publications are copyrighted and content may not be republished or redistributed except by written permission or as may otherwise be indicated. Distribution of material from APS Publications on the Internet or other external network without permission is explicitly prohibited. AII APS copyrighted materials must be used in accord with current United States and international copyright law except as specifically stated or licensed otherwise by APS. These copyright restrictions apply to publications in all media including print, photocopy, photographic, digital, and online. APS has sole authority to grant permission for use of its copyrighted materials to parties other than the author or the author's institution.
