The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS), Retailer Operations and Compliance (ROC) is seeking information on capabilities for certified/licensed investigators to perform retailer investigations, simultaneously or redeployed as needed, in all 50 States and the U.S. territories for retail stores currently authorized to accept benefits under the Supplemental Nutrition Assistance Program (SNAP). The United States Department of Agriculture (USDA), Food and Nutrition Service, (FNS), Office of Retailer Operations and Compliance (ROC) seeks a qualified Contractor to enhance Supplemental Nutrition Assistance Program (SNAP) integrity in the area of retailer investigations by providing personnel to: Investigate retailers whose stores have been identified and reviewed by FNS and are suspected to be committing SNAP fraud Suggest ways of identifying new methods of investigating possible fraudulent retailers While investigating the store FNS has assigned, determine what other stores in the neighborhood if any that might be committing fraud and relay the information to FNS Work with state and local partners in investigating SNAP fraud as directed by FNS
