Amends RFQ, Instructions to Offerors, Sections 1.1, 1.4, 2.3.1, and 2.3.2. See "B03 AMD 0002 1. RFQ 12314423Q0144_Instructions to Offerors_STRATUS Pool 3". All other terms and conditions remain unchanged. -------------------------------------------------- General Information Document Type: Combined Synopsis/Solicitation Solicitation Number: 12314423Q0144 (previously 12314423R0012) Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotations (RFQ). The Request for Quote (RFQ) and all applicable documents for the USDA STRATUS Cloud Agreement (BOA) Pool 3: Software as a Service (SaaS) Providers have been posted/uploaded to SAM.gov. Please note the following dates: Questions Due Date: 3:00pm ET on October 11, 2023 Quote Due Date: 5:00pm ET on October 27, 2023 DESCRIPTION OF WORK PROPOSED The United States Department of Agriculture (USDA) seeks to establish STRATUS Pool 3 BOAs to obtain SaaS offerings (not including native hyperscale CSP services under Pool 1) including professional and technical support services provided by the SaaS Original Equipment Manufacturer (OEM). The Contractor shall perform all activities required to meet the requirements identified in the Statement of Objectives. The period of performance will consist of an initial ordering period of 10 years from date of BOA issuance. The performance period for all orders placed against this BOA shall not exceed five (5) years from the completion of the ordering period. REQUEST FOR QUOTE The Government anticipates executing approximately 25 BOAs to a mix of large (Unrestricted) and small business (Restricted). The Government anticipates the award of 10 Unrestricted agreements and 15 Restricted agreements. The Government reserves the right to award fewer or more BOAs. The North American Industry Classification System (NAICS) Codes for this acquisition are 513210 Software Publishers (size standard $47M), and 541519 Other computer Related Services / IT Value Added Resellers (size standard 150 employees). Quotes shall be submitted in accordance with the RFQ requirements and submitted by the date indicated in this announcement. All responsible sources may submit a quotation which shall be considered by the agency. Copies of this solicitation are available by INTERNET ACCESS ONLY. All solicitation documents are posted with this announcement and made available for viewing on SAM.gov. Any amendments to the RFQ (if required) will be posted on SAM.gov. Interested parties are reminded that they are responsible for checking SAM.gov for new information concerning this requirement. Any communications with the Government from the date of this RFQ through BOA issuance shall be directed in writing to the Contracting Officer (CO), Christine D.
