THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i), only one responsible source, to: Mr. David Torrey Brewer, ME 04412 The USDA, ARS, Plant, Soil & Water Laboratory located in Orono, Maine has a service requirement for an individual with expertise as a Field Operations Manager for the time period of six months from May 2019 through October 2019. The requirements for this expertise are temporary and intermittent (part-time during field season only). The lab no longer has personnel with the specialized farm training, background, and expertise needed to conduct the day-to-day farming research activities required for successful farm and field studies. The objective of this sole source is to procure specialized field operations manager skills from Mr. David Torrey from Brewer, ME. Mr. Torey has abundant experience and unique familiarity with the equipment, practices, and field procedures conducted at the lab. His specialized knowledge of the quirks and eccentricities of the equipment, as well as field set-ups and field research arrangements, will enable quick and expedient use of time and resources, and provide maximum results without requiring training. Because of the extremely limited time frame for the establishment and maintenance of these field studies this year, hiring someone with Mr. Torrey's background and skills, and who can begin almost immediately, is essential for a successful field season. This contract will be issued as a firm, fixed-priced service contract for a Base period not to exceed six (6) months. The contract will begin on or after May 22, 2019 through October 21, 2019. The Service Contract Applies to this requirement. The SF-98 has been submitted and the Wage Rate will be included in the contract. The NAICS code for this requirement is 541690; the small business size standard is $15.0 million. This Presolicitation Notice, notice of intent to sole source is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement.
