Questions by interested parties regarding the requirement must be submitted by 7/26/2024 by 2:00 PM EST. ------------------------------------------------------------------------------------------------------------------------------------------------------------------ PSC 6830– Gases: Compressed and Liquefied NAICS: 325120 Industrial Gas Manufacturing This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 12305B24Q0094A and this combined synopsis/solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05, May 22, 2024. (iv) This is a full and open soliciation and the associated NAICS code is 325120. (v) A list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable). (See Price Schedule in Attachment 1 – Statement of Work) (vi) United States Department of Agriculture (USDA), Agricultural Research Service (ARS), The Pasture Systems and Watershed Management Research Unit in University Park, PA has a need to require recurring purchases of Liquid Argon, as well as other gas cylinders, and would like to establish an IDIQ. See attached Statement or Work (Attachment 1 – Statement of Work) (vii) Place of service/delivery and acceptance and is FOB destination.: PSU Research Unit A Modular Lab Facility, Building 0033-001 Hastings Road, University Park, PA 168025 (viii) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) Provision 52.212-2, Evaluation-Commercial Items is applies to this acquisition. Evaluation will be based on Best Value/Tradeoff. Award will be made on the basis of: Factor 1: Price Factor 2 – Technical Approach Narrative (Limited to one (1) page). Factor 3 – Past Performance (Limited shall not exceed three (3) pages and three (3) projects). Technical and past performance, when combined, are more important than price. Item delivered FOB Destination inclusive of all costs. 3. Submit Unique Entity ID (UEI) with quotation. 4. Quoted prices must include all applicable costs including FOB shipping costs. REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
