This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 12305B23Q0181 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05 through September 7, 2023. (iv) This is solicitation is unrestricted and the associated NAICS code is 334516 and small business size standard is 1,000 employees. (v) See attached document Stereo Microscope for a list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). (vi) USDA ARS requires a High-Performance Liquid Chromatography system (vii) Place of delivery: USDA ARS Barton Hall Castle st Geneva NY 14456 (viii) Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) Provision at 52.212-2, Evaluation-Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. Evaluation will be based on best value with price being more important than technical and past performance. To be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING: (a) Submit Firm Fixed Price quotation (Quote on company letterhead) detailing the description, total price per the Specifications and valid for at least 60 days after receipt of quote. (b) Submit SAM.gov UEI# with quotation. (c) Place of Manufacture of Item(s) REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation by the deadline will be cause to reject the quote without further discussions. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. This Sources Sought is issued for information and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ. The detailed specification of stereo microscope includes: The microscope must be a stereo microscope with a large stage capable of imaging both callus on 15x100mm petri plates as well as protoplasts on mounted slides or hemocytometers. Must be 1.6X objective lens for the ability to image up to 200X. Must be capable of a total zoom magnification of 150-220x to image whole protoplasts at proper magnification. Must be capable of performing fluorescent microscopy, multi-channel fluorescent microscopy using the following: DAPI/UV, GFP and RFP or YFP filters are preferred. Must be able to provide the fluorescence from the top down. If the light source comes from the bottom/base of the microscope it will require our callus to be placed upside down and would fall off the plate effectively losing our sample. Needs to come with an external LED light source for fluorescence imaging. The microscope should be camera and computer compatible for the capturing and storage of images from samples. The camera should be able to image efficiently and capture pictures from using both bright field and fluorescent settings. Needs an additional source of white light to aid in the imaging of bright field images. The microscope should allow for manual or automated: zoom, iris diaphragm, fluorescent filters, and objective nosepiece manipulation. The microscope needs a computer optimized for the software of the microscope. The software must be capable of z-stack image analysis and multi-channel fluorescent imaging. On site assembly/installation and training provided. The microscope must include technical support and maintenance. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. The Government does not intend to make an award based on responses to this inquiry. This notice does not constitute a commitment by the Government. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Small business concerns that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer.
