Solicitation Number 12305B22Q0153 Unitree B1 Robot Dog NEA Grape Genetic Research Unit (Geneva, NY) The Agricultural Research Service, Northeast Area Administrative office, Acquisition and Personal Property office intends to solicit and award a single firm-fixed-price contract for providing one Unitree B1 Robot Dog (Brand Name or Equal) with an extra battery for the Grape Genetic Research Unit in Geneva, NY. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued under Request for Quotation (RFQ) number 12305B22Q0167. This requirement is being solicited under NAICS code 541511 and Set Aside: 100% Total Small Business. The SBA size standard for is acquisition is $30M. All FAR references are based off FAC 2022-07, Effective 10 Aug 2022. This firm-fixed-priced award will have a delivery date 90 days after receipt of order. FAR 52.212-1, Instructions to Offerors-Commercial, is applicable to this acquisition. An addendum will be added on page 12. FAR 52.212-2, Evaluation of Offerors, is applicable to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR Part 13 Simplified Acquisition Procedures utilizing Lowest Priced Technically Acceptable (LPTA) factors will be used for the evaluation process. The following factors shall be used to evaluate offers: Technical Factor #1. Vendor must submit a pricing document that prices all items identified in the Instructions addendum. Failure to submit pricing for all items will result in the offeror being technically unacceptable. Technical Factor #2. Vendor must submit a completed Attachment 2. Any response for the first representation within FAR 52.204-24 or 52.204-26 indicating the vendor ‘does’ would cause the vendor to be technically unacceptable. A ‘does’ response for the second representation within FAR 52.204-24 or 52.204-26 may cause the vendor to be technically unacceptable. Technical Factor #3. Vendor shall sign and acknowledge all SF-30 amendments posted in sam.gov. Failure to include any amendment in your submission documents will cause the vendor to be technically unacceptable. If an offeror receives an adjectival rating of “unacceptable” in any factor they will not be eligible for contract award. Offeror must submit all the documents identified on the 52.212-1 Addendum found of page 14, along with all amendments posted to sam.gov for 12305B22Q0153. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and no addendum has been added. The U.S. Department of Agriculture (USDA) desires to procure a robot dog that meets our salient characteristics. USDA desires to award a single firm fixed priced award on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the USDA will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.
