USDA Westside WWTP is currently permitted under the Maryland Department of the Environment (MDE) State Discharge Permit No. 17-DP-2787, and National Discharge Elimination System (NPDES) Permit No. MD0020851. As a condition of this permit, USDA, BARC is required to submit Study Plans for effluent biomonitoring as well as for toxic chemicals testing to MDE, obtain approval from MDE on the plans, and conduct two (2) consecutive quarters of WET and TCT testing and submit results to MDE. The objective of this solicitation is to meet the permit conditions related to biomonitoring and toxic chemicals testing by developing plans for both, submitting plans to MDE for approval and conducting the biomonitoring and toxic chemicals testing per MDE and the United States EPA guidelines. Questions must be submitted to the POC listed in the solicitation by COB February 10, 2022 in order to assure a response prior to offers being due.
