This is a Notice of Intent and is published for informational purposes only. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) New England Plant Soil and Water Lab intends to procure remote assistance, in person assistance, to include parts and labor, 1 x PM, and travel in mainland USA & Canada to maintain a Markes Centri system with both the TD50 module and HiSorb module. The Centri system in conjunction with Thermo Electron gas chromatograph and mass spec was purchased to analyze off flavor compounds in water and fish tissue samples. It is important to keep the instrument functioning and having the preventative maintenance performed at the suggested intervals. This sole source contracting action is pursuing the sole sourcing as implemented by Federal Acquisition Regulation (FAR) 13.106-1 (b)(1)(i) only one source reasonably available. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. However, all responsible parties may submit their interest and capability to meet the requirements by submitting a capability statement or exception to the intent to purchase on a sole source basis by December 5, 2022, at 1:00 PM EST via email to falcon.albino@usda.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Beltsville Agriculture Research Center (BARC), Westside Wastewater Treatment Plant (Westside WWTP), Beltsville, Md., requires a Sludge Holding Tank Aerator. The primary objective of issuing this Combined Synopsis Solicitation is to seek information from vendors with the capability of providing a Sludge Holding Tank Aerator.
