This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation 12305B21S1541 is being issued as a request for quotation. Solicitation document and incorporated FAR provisions and clauses are those in effect through FAC 2021-05. Requirement is a Service-Disabled Veteran-Owned Small Business Set Aside for NAICS 325320, Size Standard is 1,000 employees. Service-Disabled Veteran-Owned Small Businesses with the demonstrated capability and financial capacity to provide these items in accordance with this solicitation are invited to respond. Offerors are responsible for complying with submission instructions contained in this combined synopsis/solicitation to include the completion and submission of all information requested. The USDA requires various agricultural chemicals to be furnished and delivered F.O.B. Destination to the USDA, Appalachian Fruit Research Station located in Kearneysville, West Virginia in accordance with the terms, conditions, and specifications contained in this document. Contractor is required to ship all items FOB Destination Kearneysville, WV in accordance with all Department of Transportation, Occupational Safety and Health Administration, and Environmental Protection Agency Regulations. Quotations must be received on or before 1:00 P.M., EST on April 30, 2021. Price quote for each line item include all costs associated with shipping FOB Destination, Kearneysville, WV 25430. An offeror may provide a quotation for any or all line items. Based on evaluation of each line item, an offeror may receive an award for one or multiple line items. IMPORTANT INSTRUCTIONS FOR SUBMISSION OF QUOTATION Offerors are responsible for complying with submission instructions contained in this combined synopsis/ solicitation to include the submission of all information requested. (a) Submit Section B with Firm Fixed Price Quotation for line items being quoted to include quantity quoted and total dollar amount per line item that includes shipment FOB Destination, Kearneysville, WV 25430. EACH LINE ITEM COST MUST INCLUDE ALL COSTS ASSOCIATED WITH SHIPPING - FOB DEST, KEARNEYSVILLE, WV 25430. (Shipping costs shall not be added as a separate line item on the quotation). Quotation must be valid for a period of 30 days. (b) Submit two past performance references with contact information that demonstrates experience in providing Agricultural Farm Chemicals in accordance with requirements of solicitation. (c) Completed copy of the provisions FAR 52-212-3 Offeror Representations and Certifications –Commercial Items. Quotation must be submitted by electronic mail to tim.smearman@usda.gov and be received prior to closing date and time. Evaluation Criteria - The Government contemplates award of one order or multiple orders resulting from this solicitation to the responsible offeror(s) whose lowest price technically acceptable line item quotation conforming to the solicitation will be most advantageous to the Government with Price, Technical Capability to meet the Government Requirement and Past Performance considered. (Based on the evaluation of each line item, an offer may receive an award for one or multiple line items.) Delivery within 30 days for any award is required and shall be made to USDA-AFRS - Farm Manager, 2217 Wiltshire Road, Kearneysville, WV 25430 between the hours of 8:00 a.m. to 3:30 p.m., Monday through Friday.
