This is a PRESOLICITATION notice issued pursuant to FAR 5.204 and 36.213-2. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a cooling cell replacement requirement for the Appalachian Fruit Research Station (AFRS) Greenhouse complex in Kearneysville, WV. PROJECT SCOPE: The project intent is to replace the existing cooling cell system, install a reverse osmosis treatment facility to produce demineralized water for the cooling cell system and modify the existing cooling cell/irrigation distribution piping to create a separate demineralized water distribution system for the cooling cells that is isolated from the irrigation water distribution system. Additional work to improve the ventilation capability of the greenhouses includes the replacement of ridge vent screens and the repair/replacement of the ridge and side vent systems at all eleven (11) greenhouses. SOLICITATION PERIOD: A request for proposal is scheduled to release on or about January 6, 2021. Proposals will be due on or about February 5, 2021. ALL TIMES FOR THIS NOTICE AND SUBSEQUENT NOTICES ARE EASTERN STANDARD TIME. SOLICITATION PROCEDURES: The proposed contract will be a competitive firm-fixed-price contract procured in accordance with Federal Acquisition Regulation FAR part 15 Contracting by Negotiation and part 36. It is contemplated that the Government will evaluate interested offerors using the lowest price technically acceptable approach. This requirement will be issued as a total small business set aside. Disclosure of the magnitude of this construction project is between $250,000 and $500,000. The NAICS code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors; Small Business Size Standard is $16.5 million. Product Service Code (PSC) is Z2NB. The anticipated period of performance will be 180 calendar days from Notice To Proceed. Performance Bond, and Payment Bond will be required. This synopsis is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement.
