This is a Notice of Intent and is published for informational purposes only. The United States Office of Department of Agriculture Agricultural Research Service intends to award, on a sole source basis, a Firm-Fixed Price (FFP) purchase order to Oxford Nanopore Technologies. The Animal Genomics and Improvement Lab requires Oxford Nanopore Technologies to provide 144 flow cells will be delivered in 9 batches over the period of one year (from Sept 15, 2021, to Sept 14, 2022). The flow cells will be shipped at room temperature and are under warranty under refrigeration for 3 months from receipt guaranteed to pass minimal QC values. The flow cells and reagents for the PromethION DNA/RNA Sequencer provide single molecule sequencing based on electric signaling. The PromethION instrument permits 24 concurrent sequencing runs in 24 individually addressable flow cells. This technology also permits on-board conversion of electronic signals to DNA sequences. This technology provides flexibility in number of samples and length and amount of DNA sequence collected, so that individual flow cells can be stored and reused. This technology is capable of producing very long DNA sequences (>100,000 bases) and has the flexibility of providing DNA sequence with a flexible time of throughput depending on the operator’s needs. Each flow call can produce > 100Gb of DNA sequence data, thus providing sequence at 0.000000013 cents per base which is very cost efficient. This sole source contracting action is pursuing the sole sourcing as implemented by Federal Acquisition Regulation (FAR) 13 .106-1 (b)(1)(i) only one source reasonably available. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. However, all responsible parties may submit their interest and capability to meet the requirements by submitting a capability statement or exception to the intent to purchase on a sole source basis by September 1, 2021, at 12:00 PM EST via email to falcon.albino@usda.gov. The written response must include a detailed discussion demonstrating experience providing the deliverables mentioned in this notice. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
