The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to award a Firm Fixed-Price, sole source contract to Xylem Inc. in accordance with FAR 13.106-1(b)(1)(i), to provide two YSI SL Side-Mounted Acoustic Doppler Current Profiler (ADCP) Flow Meter and accessories. The applicable NAICS code for this requirement is 423490 Other Professional Equipment and Supplies Merchant Wholesalers, and the size standard is 150. This equipment will be used in research to develop tools, practices, and technology that conserve and protect water resources in cranberry production systems. Specifically, the equipment will be used to make high precision streamflow measurements in tidal influenced river-estuary systems. The YSI SL is the only side mounted ADCP flow meter that has the required sampling range AND velocity resolution. The flow meters will be used to develop velocity and stage rating curves for two river-estuary systems In Massachusetts. The monitoring sites range in width from about 2 m to 15 m, with at least one site Influenced by tides. Preliminary streamflow measurements show that low flows, especially during high tides in the Wawkinco, represent a considerable fraction of annual streamflow. As a result, a fine-scale velocity resolution is needed to accurately measure very low flows. The exact requirements are as follows: • Sampling range from l to 15 m • Velocity resolution of 0.0001 m/s This notice is not a request for competitive quotes. No telephonic inquires will be honored. The Government will not reimburse interested parties for any expenses related to responding to the Notice of Intent. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
