The U.S. Department of ... THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) North East Area Office (NEA) intends to issue an award to Bio Chambers Inc. which is the only source for this Equipment herein referred to as: Install new LED light bulbs and assemblies in place of the existing HID light bulbs and Fluorescent tubes, inside seven (7) Growth Chambers per plan in Building 010B. The The current growth chambers manufactured by BioChambers is currently used to grow plants for research purposes throughout BARC campus. The chambers in question need new energy efficient LED lamps to reduce the energy consumption of the unit. BioChambers currently manufactures a new retrofit kit to accommodate the needs of these chambers. To avoid warranty functionality of the growth chambers it is the recommendation of BARC to have BioChambers technicians perform this task. After Market research it is determined that there is only one source available for this equipment. . The anticipated award date is on or about June 15, 2020. The statutory authority for this sole source procurement is10 USC 2304(c) (1) and FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. This determination was made based on Market Research conducted for this acquisition. The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: http://www.SAM.gov SAM. This notice of intent is NOT a request for competitive quotes the Government reserves the right not to compete the proposed purchase order based on responses received to this notice. However, the Government may consider all responsible sources received within five days of this posting. This service may be awarded without further notice. It is noted that the intent of Market Research is to survey the market place to identify supplies and /or services and sources that will meet the agency’s future needs. Written responses to this special notice shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
