The USDA Agricultural Research Service (ARS) Animal Genomics Improvement Laboratory (AGIL), located at BARC-West, Beltsville, MD intends to procure on an other than full and open basis the following items: perform ChIP experimental design and consultation, perform the ChIP assays using optimized procedures already developed for limited amounts of tissues that are proprietary to Active Motif for greater sensitivity and specificity, validate the ChIP assays by qPCR, generate sequencing libraries, bar code and sequence them with an Illumina platform, and provide a full analysis using Active Motif's proprietary software. This requirement is sole sourced to Active Motif, 1914 Palomar Oaks Way, Suite 150, Carlsbad CA 920008 as the only vendor able to produce this requirement due to proprietary control of the test process and analysis, as well as consistency of performance to correlate with all the test results, metrics, and analysis for all past events. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number 12305B19N0085 and provide a capability statement that clearly states the firm's experience, assets, background, and ability to perform the required Statement of Work without compromising the quality, accuracy, reliability, and schedule.
