This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Department of Agriculture (USDA) Agricultural Research Service (ARS) intends to issue an award on a sole source basis to COASTAL MANUFACTURING INC., of Watsonville, CA, to engineer and build a prototype in-flight produce wash system, custom designed and fabricated to meet ARS research needs and to be based on a USDA patent-pending design and specifications. The in-flight wash system being built is the second wash system prototype. It expands the capability to include additional system mobility and flexibility of nozzle configurations, but otherwise relies on and maintains the original design of the first. Coastal Manufacturing Inc. (CMI) designed, engineered, manufactured, and tested the first prototype. The applicable North American Classification System (NAICS) code is 333241 Food Product Machinery Manufacturing. The Size Standard is 500 employees. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO SOLE SOURCE THIS ACTION. However, all responsible sources may submit a capability statement, proposal, or quotation that shows the ability to provide the required services and which SHALL be considered by the Agency. Prospective vendors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to award.
