PRE-SOLICITATION NOTICE PROJECT TITLE: Forest Road 504/508 Road Reconstruction Allegheny National Forest The Allegheny National Forest (ANF) intends to award a single construction contract for Forest Road 504/508 Road Reconstruction on the Bradford Ranger District in McKean County Pennsylvania. The project consists of completing road maintenance and reconstruction items. The major work includes, but is not limited to: 1. Removal and installation of new and existing drainage culverts that exist near major oil and gas pipeline infrastructure. Additional Excavation, and Pollution control for working near underground utilities. Skilled operators are required with training and experience in working around underground utilities. The contractor is required to provide a “Pollution Prevention Plan”, and provide all tools and materials available to manage and control any potential spill. The Contractor must work with oil and gas operators to identify infrastructure. 2. Reconditioning the roadway template, and reconstructing all drainage features including ditch lines, culvert inlets/outlets, tail ditches, lead outs. 3. Placing and compacting road base and surface aggregate. 4. The removal of existing stream culvert at station 252+35 Mile 4.78 Replace using Contract Design Sheets. Work includes Survey Staking, Mobilization, Soil Erosion & Pollution Control, Clearing and Grubbing, Removal of Structures, Placed Riprap, DSA Limestone, Road Reconditioning, Seeding & Mulching, Installation of Object Markers, Temporary Traffic Control, Culvert Installation, and Placement of Streambed Simulation Rock. 5. Seeding and mulching all disturbed areas. The magnitude of construction is: Between $250,000 and $500,000. The work is located in McKean County in the State of Pennsylvania. A proposal guarantee of 20% will be required if pricing exceeds $150K. Payment and/or performance bonds as applicable will be required if pricing exceeds $35K and $150K. Interested parties who intend on submitted a bid must be capable of submitted 100% bonding within 10 days after contract award. Solicitation materials will be uploaded to this site on or about May 14, 2020. This will include specifications and all materials in order to submit an offer. The solicitation materials will be available for viewing without charge here. Interested parties are advised that registration in the System for Award Management (SAM) database is required prior to award of a contract. There is no cost for registration in SAM when registration is completed on the official SAM website (www.sam.gov). SAM registrations and Representations and Certifications should include the NAICS identified as applicable to the acquisition. This procurement is set-aside 100% for small business concerns.
