This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. This solicitation is a Total Small Business Set-Aside. The government anticipates a Firm Fixed price contract for a Brand Name or Equal to Picarro L2130-i 18O/H High-Precision Isotopic Water Analyzier with Picarro A0211 High Precision Vaporizer and Picarro A0325 Auto-sampler and accessories with the attached specifications. The Unit shall: 1. Shall be compatible with existing USDA equipment, including Picarro's A0213 IM-CRDS Analyzer 2. Shall have a tunable infrared laser for measuring ?2H and ?18O in water 3. Shall have a tunable infrared laser for measuring ?2H and ?18O in samples of water vapor. 4. Shall be field portable (< 50 lbs). 5. Shall be capable of flagging and potentially correcting stable isotope results impacted by organic contaminants. 6. Shall be capable of measuring samples of salty water. 7. Measurements shall not be affected by operating temperatures between 10 and 35 degrees Celsius. 8. Measurements shall not be affected by changes in pressure. 9. Shall guarantee a liquid water analysis for ?2H precision of less than 0.1‰. 10. Shall guarantee a liquid water analysis for ?18O precision of less than 0.025‰. 11. Shall guarantee a vapor water analysis for ?2H precision of less than 0.1‰. 12. Shall guarantee a vapor water analysis for ?18O precision of less than 0.04‰. 13. Shall be able to automatically analyze ?18O and ?2H in solid materials. 14. Shall not have a width greater than 17 inches 15. Shall not have a depth greater than 17 inches 16. Must be delivered within 90 days of award. 17. Must have a one year warranty on non-consumable parts and labor. The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA, ARS, Pasture Systems & Watershed Management Research Unit, One State Bog Road, East Wareham, MA 02538 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract for two (2) units each and accessories "Pending Availability of Funding." Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Include Warranty information with your quote. Quotes should be valid for 90 days from date of submission. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance.
