NOTE: Due to unforeseen circumstances, this project has been postponed until further notice. The Gifford Pinchot National Forest intends to acquire by contract the construction of one (1) stairway, for access to the base of the Lower Lewis River Falls. Work includes clearing and grubbing, excavation, cast in place reinforced concrete, drainage features, safety railing, aggregate base placement, and installation of grid pavement units and timber posts for trail steps. The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of this solicitation. All work for this project is within the Mount Adams Ranger District, located on the Gifford Pinchot National Forest. The current entrance is located off Forest Road 90, approximately 1 hour north of Stevenson, Washington; Skamania County; latitude 46.156743°, longitude -121.882655°; T8N, R7E, Section 25, Willamette baseline & meridian; Spencer Butte 7.5 minute USGS quadrangle sheet. Primary access shall be from the Lower Falls Day Use Area. From the day use area, use the Lewis River Trail for less than 1/4 mile. Site is located along a slope, adjacent to the Lower Lewis River. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 238110- Other Foundation, Structure, and Building Exterior Contractors. The corresponding size standard is $15 million. Offerors will be evaluated on technical capability (experience), past performance, capacity to accomplish work on time and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government total estimated value is between $100,000 and $250,000. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. SAM replaced the Central Contractor Registration (CCR) Database.
