The USDA Forest Service, Gifford Pinchot National Forest is soliciting offers for securing services for Vault Toilet Pumping Services for Mount Saint Helen's National Volcanic Monument. This project involves the pumping of septic waste material from various Forest Service remote locations (see solicitation for detailed locations). The septic vault sizes at the remote locations vary. All septic vaults are accessible via gravel or asphalt roads/parking lots. The septic vaults at Lava Canyon, Kalama Horse Camp (Upper Loop), and Marble Mountain were originally designed as composting systems. These compositing systems are no longer maintained or managed as composting systems, they are simply holding vaults for septic waste, with some sort of a drain line. Therefore, the composting systems will also have less water substance in the septic waste, when compared to the septic waste in the vaulted systems at the other locations. The scheduling for septic waste pumping will occur following an as needed process beginning late April, 2019 through April 30, 2020. The applicable NAICS code is 562991 - Septic Tank and Related Services. The corresponding size standard is $7.5 million. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award.
