This acquisition is for maintenance of Forest Service roads on the Olympic National Forest. The Forest Service intends to award one or two single award, task order contracts. Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; and minor culvert and drainage repair. Road maintenance includes construction activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge maintenance; and aggregate surfacing. Payment Protection, a Payment Bond or Irrevocable Letter of Credit, is required for task orders requiring more than $35,000.00 and less than, or equal to, $150,000.00 in construction. Contract(s) will be for three years. Period for performance is from JAN 11, 2020, to JAN 10, 2023. Project Manager is Mr. John Laliberte, 360-765-2224. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's: experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offeror(s) whose offer(s), conforming to the solicitation, is the best value to the government. During the effective period of the contract the Forest Service shall place orders totaling a minimum of $5,000.00 for each contract awarded; but not in excess of $4,999,000.00 in total for all awarded contracts combined. This solicitation will be available on or about AUG 21, 2019. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
