This project consists of reconstructing the Seal Rock Campground: Demolition work includes the following: Demolition of the existing wood beach access stairs, removal and disposal of existing concrete picnic tables, steel fire rings, wood unit markers, hydrants, sumps, wood posts, concrete curb stops, wood stairs at campsites, and wood fencing/railing. New construction work includes the following: Reconstruction of existing camping spurs including widening/lengthening of spurs, new aggregate surfaced picnic pads, concrete picnic tables, fire rings, concrete pads and hydrants with associated waterline, valves and drain lines and associated appurtenances, aggregate paths, tent pads, wood stairs at camping sites, rockery retaining walls, concrete curbs, asphalt road work and new wood edgers along the lower road. Waterlines to new hydrants will connect to the existing water system. Optional Bid Items: Road Work: Includes removal and disposal of existing sections of asphalt and one culvert, repaving and patching of asphalt sections of roads, paving of spur widening on lower road, construction of dumpster pads, slurry seal of a parking lot and pavement marking, installation of a new culvert, gate, barrier rocks and curb stops; Comfort Station: Includes installation of a new double vault restroom with aggregate and concrete path; Utility Tables: Includes installation of utility tables at the picnic pads; and Replace Beach Access Stairs: Includes removal of existing wood stairs to the beach and construction of new wood stairs, aggregate path and timber stairs. Work on the ground is expected to begin as early as October 1, 2019 with the entire project completed by May 15, 2020. Project Location The project is located in the Hood Canal Ranger District of the Olympic National Forest, Jefferson County, Washington. From Quilcene, Washington, travel south on state highway 101 toward Brinnon, Washington, for 10.6 miles. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on, or about, July 10, 2019. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose offer, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $250,000 and $500,000. A bid bond is required. Performance and payment bonds are required for this project. Construction Wage Rates (former known as Davis-Bacon wage rates) apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
