Nine Mile Creek and Scatter Creek Culvert Replacements, Republic Ranger District, Colville National Forest The Republic Ranger District on the Colville National Forest located in North Eastern Washington State plans to restore Nine Mile Creek and Scatter Creek by replacing three culverts on Forest Service Roads 2054000, 2054200, and 5320000. The project is located in Ferry County, Washington State. The project sites are approximately 12 - 15 miles South of Republic, WA. See attached DRAFT plans and georeferenced pdf maps for precise location. These culvert replacement projects are comprised of removing and replacing three undersized culverts with structural plate bottomless arches. Improvements consist of, but are not limited to, diversion of the stream, structural excavation, removal of the existing culverts, installation of the arches and footings, reshaping of the stream channel, installation of rock and log stream structures, embankment and excavation of roadway approaches, placement of riprap, and road surfacing. The original existing culvert would become property of the contractor and be removed and disposed of off National Forest Land. See attached DRAFT plans for additional details. The in-stream work window for the culvert replacement is between July 1 through September 30. The Contractors shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, workman’s compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the drawings and specification of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. The resultant contract will be a firm fixed price. The work is estimated to start approximately around July 1, 2020 and the work must be completed by October 15, 2020. The actual completion date will be in the solicitation. The project is estimated between $250,000 and $500,000. The awarded Contractor will have to provide a bid guarantee, payment and performance bonds. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or the week of January 13, 2020. The actual due date of proposals will be listed in the solicitation. The solicitation will be posted electronically on at this site (Contract Opportunities) site when it issues. No hard copies of the solicitation or amendments will be mailed. The actual due date will be listed in the solicitation. This acquisition is 100% set-aside for Hubzone small business concerns. NAICS code is 2379310 size standard is $39.5 million. All responsible sources may submit a proposal which will be considered.
