2020 Orient and Sherman Fuels Thinning, Hand Piling and Whipfalling/Bucking Services. The Colville National Forest requires services for fuels thinning with chainsaws, hand piling and whipfalling and bucking on the Three Rivers and Republic Ranger District. Location of the work is in Ferry County, Washington (located in the NE portion of Washington State). The Forest proposes to solicit / contract during the winter of 2019/2020. Work is located along Sherman Highway (WA State route 20), in the East Deer Creek Watershed and in the Wedge Area which is around the vicinity of Orient, WA. The Government is currently estimating 314 acres of thinning, 16 acres of hand piling and 21 acres of whipfalling and bucking. The actual quantity will be listed on the solicitation and may vary from the amount listed in this paragraph. The units may be broken into base and option items. The actual amount of acres is dependent on funding availability and other operation considerations. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, supplies and incidentals necessary to perform the work in accordance with the specifications and provisions of the contract. The general specifications are: thin primarily conifer trees under 7 inch diameter at breast height with chainsaw to desired spacing following designated species preference and hand pile fuels to approximately 6 feet by 6 feet piles with waterproof paper covering. Each unit will have specific requirements that are listed in the performance requirements chart. There will be one award from this solicitation. Price will be quoted by the acre. Award will be based on funding availability and could include option items. The whipfalling and bucking units must be completed by July 1, 2020 and the rest of the items must be completed by October 31, 2020. The required minimum progress rate will be listed in the solicitation. Contract time in the field is estimated from June 1st through November 15th depending on weather and site locations. This project will be advertised as a written Request for Quotations (RFQ) and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules (Test Program). The solicitation is tentatively schedule to issue around January 23, 2020 with a due date the middle to end of February. The actual due date will be listed in the solicitation. The solicitation will be posted electronically at this site when it issues. The Contractor must provide a current/valid Washington State Farm Forest License and a Migrant Seasonal Protective Act (MSPA) Certificate of Registration at time of quoting. The project is a 100 percent small business set-aside. The NAICS code is 115310 and Size Standard is $20.5 million. All responsible sources may submit a quote which will be considered.
