FY 2019 Tree Thinning and Hand Piling Services. The Colville National Forest requires services for tree thinning and hand piling on the Republic and Three River Ranger Districts. Location of the work is in Ferry County, Washington (located in the NE portion of Washington State). The Government is currently estimating 1,932 acres of tree thinning and hand piling. The units will be broken into base items and option items. The actual amount of acres is dependent on funding availability, and other operational considerations. The resultant contract will have a two year period of performance with one award made. All work must be completed by December 1, 2020. Price will be quoted by the acre for both thinning and hand piling. The Contractor will be paid for actual work ordered, performed and accepted by the Government. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, supplies and incidentals necessary to perform the work in accordance with the specifications and provisions of the contract. Each unit will have specific requirements that are listed in the performance requirements chart. Contract time in the field is estimated from June 1st through November 15th depending on weather and site locations. This project will be advertised as a written request for quotations and will be solicited under the Simplified Acquisition Procedures (SAP) and Acquisition of Commercial Item rules (Test Program). Estimated issue date of the solicitation is March 8, 2019. The solicitation will be posted electronically at this (FedBizOpps) site when it issues. The actual due date will be listed in the solicitation. The project is a 100 percent small business set-aside. The NAICS code is 115310 and Size Standard is $19.00 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at the site on the issue date. The Contractor will be required to provide a current/valid Washington State Farm Forest License and a Migrant Seasonal Protective Act (MSPA) Certificate of Registration at time of quoting.
