Building No. 2007 (Main Office) Area to be serviced consists of a single floor aggregating approximately 12,692 sq. ft. and includes; three (3) restrooms, porches and decks with an additional sq. ft.: 560 sq. ft. in front of the building and 240 sq. ft. in the rear of the building between the Main Office Timber, Silviculture, Recreation, Conference Room and Wildlife areas. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a complete package is attached for offerors to return. PROVISIONS AND CLAUSES: The following provisions and clauses are those in effect through Federal Acquisition Circular 2019-1 and hereby incorporated into this RFQ; (full text of the clauses may be accessed electronically at www.arnet.gov/far/): FAR 52.212-1, Instructions to Offerors-Commercial Items (OCT 2018) and FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018). The following provisions and clauses are hereby incorporated into this RFQ in full text: FAR 52.212-2, Evaluation- Commercial Items (OCT 2014), FAR 52.212-3, Offerors Representations and Certifications-Commercial Items (OCT 2018) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (JAN 2019). The project is 100% set aside for Small Business concerns. The NAICS code associated 07with this acquisition is 561720 and the small business size standard for the $19.5 million average receipts over the past three years. DESCRIPTION: The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform janitorial services for the U.S. Forest Service, Rogue River-Siskiyou National Forest, Prospect & Butte Falls Ranger Stations. The area consists of: Prospect Ranger Station Compound (approximately 6,024 square feet), and the Butte Falls Ranger Station Compound (approximately 3,555 square feet). The square footage refers to net assignable and related use space, including all restrooms and inside storage areas. BIOBASED PRODUCTS: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories per FAR 52.208-9. BACKGROUND INVESTIGATIONS: Office of Personnel Management background investigations are required for janitorial personnel. Contractor pre-screening is recommended to ensure compatibility for an extensive background check. PERIOD OF PERFORMANCE: The anticipated contract period is January 1, 2020 through December 31, 2020, with two (2) option years. SITE VISIT: Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
