THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a complete package is attached for offerors to return. PROVISIONS AND CLAUSES: The following provisions and clauses are those in effect through Federal Acquisition Circular 2019-1 and hereby incorporated into this RFQ; (full text of the clauses may be accessed electronically at www.arnet.gov/far/): FAR 52.212-1, Instructions to Offerors-Commercial Items (OCT 2018). The following provisions and clauses are hereby incorporated into this RFQ in full text: FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2018), FAR 52.212-2, Evaluation- Commercial Items (OCT 2014), FAR 52.212-3, Offerors Representations and Certifications-Commercial Items (OCT 2018) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (MAY 2019). The project is 100% set aside for Small Business concerns. The NAICS code associated with this acquisition is 541930 and the small business size standard for the $7.5 million average receipts over the past three years. DESCRIPTION: Region 6 intends to award multiple Blanket Purchase Agreements (BPA's) to maximize the availability of Interpreters across Region 6. Region 6 encompasses the Regional Office in Portland, Oregon and 16 National Forests (and their respective District offices) across Oregon and Washington. The Contractor shall furnish the necessary personnel, material, and equipment, to perform Sign Language Interpreting services for Forest Service employees, applicants, visitors and for departmental-sponsored events as approved by the Contract Officer. Other services included, but are likely to be rarely needed, are Communication Access RealTime Translation (CART) and Typewell services. All responsible sources may submit an offer which will be considered by the Government. Please note that prospective offerors MUST be registered, and active, in the System for Award Management (SAM) database to be awarded a Federal Government Contract. Lack of registration in SAM on the part of the offeror will render an offeror ineligible.
