The U.S. Forest Service will issue a solicitation to a single source (Oregon State University) in accordance with FAR 13.106-1 (b)(1)(i), and a written solicitation will not be posted to FBO.gov. Oregon State University will complete the following: 1) Develop enhanced solitude monitoring plan, following the national protocol, for the Mt. Jefferson and Mt. Washington Wilderness areas during the summer of 2019. 2) Using the 2017 and 2018 Wilderness Character Narratives, identify measures to be monitored (including "other features of value," as appropriate).
