This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Mt. Hood National Forest intends to acquire by contract helicopter services for projects in and along the West Fork Hood River. The project location is on the Hood River Ranger District. Work includes utilizing a heavy-lift helicopter to accomplish log delivery and placement. The period of performance is from mid-July 2019 through mid-August 2019. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals (except as otherwise specified), to ensure the services are performed in accordance with the solicitation requirements. The Contractor shall assume all risk, loss, damage, or expense arising out of the prosecution of the work, except as otherwise provided in the contract. This acquisition it a 100% Small Business set-aside. The applicable NAICS code is 481212 - Nonscheduled Charter Freight Air Transportation. The corresponding size standard is 1,500 employees. Offerors will be evaluated on technical capability (experience, equipment, and performance schedule), past performance and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. Offers are due May 17, 2019 1400 PT. All responsible sources may submit an offer which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award.
