The USDA Forest Service anticipates awarding a firm-fixed price construction contract for replacement of the East Fork Pipe Creek Bridge which crosses the East Fork of Pipe Creek along NFSR 336 MP 15.8 on the Libby Ranger District, Kootenai National Forest, in Lincoln County, Montana. The site can be accessed by NFSR 336. However there are some tight corners on NFSR 336 which would effect delivery of precast. A better access road with only one switch back is NFSR 112. From Libby, Montana take Highway 37 East then North on Highway 567 toward Turner Mountain for approximately 18 miles until the junction of NFSR 112/336. The Contractor shall furnish all labor, materials, equipment, supplies (other than for those listed as Government-furnished items) and supervision necessary to complete all required construction. Work includes but is not limited to bridge removal, bank shaping, geocell installation, supply and installation of precast concrete grade beams, supply and installation of the concrete tri-deck bridge, supply and placement of riprap, installation of paved approaches, supply and installation of object markers, and site restoration. This procurement will be set aside for Total Small Business. The North American Industry Classification System Code (NAICS) is 237310 Highway, Street, and Bridge Construction, and the small business size standard is $36.5 million average annual receipts of a firm over three years. Per FAR 36.204, the estimated magnitude of construction for this project is between $100,000 and $250,000. The Forest Service anticipates issuing the solicitation for this acquisition on or about March 15, 2019. The solicitation package will include all maps, plans, drawings, and specifications and should be downloaded from this website at that time. A formal site visit will NOT be scheduled when the solicitation is issued. The solicitation will be a Request for Quote (RFQ) which does NOT require a bid bond. The effective period of the contract will be from the date of Award through August 31, 2019 or August 31, 2020. The instream construction work is estimated to begin July 15th and take 15 calendar days for completion. Precast design, submittal review, casting work, and curing could be done in 2019 and instream construction in 2020. There is a fish window which means instream construction must take place from start to finish between July 15th and August 31st whether in 2019 or 2020.
