Total Small Business Set-Aside (FAR 19.5)

The USDA Forest Service has issued a FAR class deviation to amend a solicitation, primarily to update compliance requirements. The amendment removes references to Executive Order 14057 and its associated greenhouse gas representation clause, and replaces the biobased product procurement guidelines. Several standard clauses related to representations, biobased products, sustainability, and equal opportunity are being removed and replaced with updated versions that include the February 2025 deviation.

Total Small Business Set-Aside (FAR 19.5)

The USDA Forest Service anticipates soliciting quotes for water handling equipment and personnel support for fire suppression and all-hazard incidents across its East Zone. The contractor is responsible for providing all necessary equipment, trained personnel, and logistics. Resources may be used on federal and state lands, with optional use by other agencies. The agreement will be competitively awarded as multiple preseason Incident Blanket Purchase Agreements (I-BPAs) under a total Small Business set-aside. Vendors must be registered in SAM.gov, have a UEI number, and submit quotes electronically through the VIPR system.
