The USDA Forest Service is reopening an onboarding process for its Multiple Award Incident Blanket Purchase Agreement for Fuel Tenders in the East Zone (Regions 1, 2, and 4). This is not a new procurement; the evaluation factors, terms, conditions, and period of performance are identical to the original solicitation. Both new offerors and existing agreement holders can submit quotes or modify rates through the VIPR system during this open season, with all proposals subject to the original criteria. The onboarding coincides with the annual contract review process. Successfully onboarded contractors become eligible to receive dispatches for fire suppression and all-hazard incidents.

The US Forest Service anticipates soliciting quotes for Fuel Tenders to support fire suppression and all-hazard incidents. The contractor is responsible for providing all equipment, personnel, and management necessary to meet the agreement specifications. Proposed rates should be based on up to a 16-hour daily shift, and agreements will be competitively awarded within Regional dispatch centers, with vendors encouraged to select the center closest to their resource location. The Government anticipates awarding multiple preseason agreements using a total Small Business set-aside. Vendors must have specific registrations, including in SAM.gov and a USDA eAuthentication account, to submit a quote electronically through the VIPR system.
