The USDA Forest Service is reopening an existing solicitation for a vehicle with driver service in the East Zone of Region 4 for fire and all-hazard incident support. This is an open season onboarding process for a pre-existing Multiple Award Incident Blanket Purchase Agreement (IBPA), not a new procurement. New offerors who meet the original solicitation's eligibility and pass/fail criteria may submit quotes, with awards based on the original evaluation factors. The terms, conditions, and period of performance for any new awards will be identical to the original agreement. After onboarding, new contractors or added resources become eligible to receive dispatches under the established ordering procedures.

The USDA Forest Service anticipates soliciting quotes for a Vehicle with Driver service to support fire suppression and all-hazard incidents locally, regionally, and nationwide. The contractor is responsible for providing all necessary equipment, personnel, and management. Agreements will be competitively awarded to multiple small businesses within specific regional dispatch centers, and vendors must select the dispatch center closest to their resource's location. Proposed rates should be based on up to a 16-hour daily shift. Vendors must have specific registrations, including in SAM.gov and a USDA eAuthentication account, and must submit quotes electronically through the VIPR system.
