The contractor is responsible for providing all necessary equipment, certified personnel, and management. Agreements will be competitively awarded to small businesses through multiple preseason Incident Blanket Purchase Agreements (I-BPAs) within regional dispatch centers, and vendors must select the dispatch center closest to their resource location. Performance locations are tied to the selected dispatch center and the unpredictable nature of wildland fire incidents. Vendors must have specific registrations, including in SAM.gov and a USDA Level 2 eAuthentication account, and submit quotes electronically through the VIPR system.
