The purpose of this solicitation is to obtain services of Type I Helicopters for the 2021 Fire Season. We will be soliciting for 48 locations. This will consist of 28 traditional Exclusive Use Type I’... The purpose of this solicitation is to obtain services of Type I Helicopters for the 2021 Fire Season. We will be soliciting for 48 locations. This will consist of 28 traditional Exclusive Use Type I’s. In addition, we will be soliciting for 20 Surge Type I’s as well. The length of the Mandatory Availability Period (MAP) for all 48 Helicopters will be 120 Days. There will also be an Option to obtain services for an additional 30 days, if needed. This solicitation will be limited to the existing Forest Service Type I Basic Ordering Agreement (BOA) holders. On February 18th, Amendment No. 01 was added. On February 24th, Amendment No. 02 was added. On February 26th, Amendment No. 03 was added. On March 15th a listing of awardees was added. On March 17th an Agency Protest was filed. This protest would only affect Tier II locations. On March 21st, the Agency Protest was withdrawn. A revised listing of awardees is now added.

The Government will utilize the existing National Call-When-Needed (CWN) Type 1 & 2 Helicopter Services Agreement to award 28 Call When Needed (CWN)Type 1 helicopters for 2021 and award 20 T1 Surge CWN Agreements having designated bases and mandatory availability periods (similar to 2020), which is typically fulfilled through the competitive procurement process. Award anticipated as follows: CWN T1 28 (Type 1, 28 each): CWN BOA with typical EU 120 MAPs. CWN T1 Surge 20 (Type 1 Surge, 20 each): CWN BOA with 120-day MAPs (06/01/2021-09/30/2021).
