OBJECTIVE: One (1) Standard Category, Light (Type III) Helicopter One (1) Standard Category, Light (Type III) Helicopter fully operated, with Fuel Servicing Vehicle(Exhibit 8), meeting the requirements of this Schedule and the specifications for operation at various bases, and during the periods shown below. It is the intent of the US Forest Service, Law Enforcement & Investigation, USFS, LE&I, to solicit one Type-III helicopter to be utilized by the USFS, LE&I for outdoor marijuana eradication, investigations, reclamation, medical extractions/transport, Law Enforcement short haul and rescue operations in support of the USFS, LE&I program. Potential bidding vendors also need to consider that there is a potential threat of retaliation against the vendor’s aircraft, personnel, or facilities due to merely being associated with supporting counter-drug operations. It is the intent of this solicitation to secure a Fixed Price with Economic Price Adjustment contract not to exceed 1 base year and 1 option period for the daily availability rate. The flight rate will be an indefinite quantity with no guarantee of flight hours given by the Government. The Government reserves the right to award any combination of items and/or number of items. Helicopter Inspections (carding) -- all equipment needing to be inspected shall be available for inspection at least 14 days prior to the start of work for the initial base year and at least 3 days prior to the start of work for each option year. Inspections may take place at the vendor’s facility or host base or at a location agreed to with the Agency Maintenance Inspector. To keep the closing date on track: Any Requests for Clarifications must be e-mailed no later than Monday, March 29th by 2:00 P.M. Responses will be posted via an Amendment which will be issued on March 31st. On March 31st, Amendment No. 01 was issued. On April 13th the following is posted: The successful offeror for this requirement is Leading Edge Aviation out of Bend, OR. Their overall offered price (Base Year, Option Year and Flight Time) came to $1,174,800.00.
