This sources sought announcement is a request for information only. This is NOT a solicitation and NO Proposals are being requested or accepted. No contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice. Market research is being performed to determine the best method to advertise for the government's needs. Responses received, will determine the type of solicitation to issue. The Government reserves the right to cancel this sources sought. The Government is seeking responses from vendors interested in and capable of providing riparian data collection by sampling for vegetation data along surveyed cross-sectional transacts at selected reaches, collect tree demographic and tree core data at selected sites to evaluation the relationships between tree establishment and streamflow. The vegetation in river environments is very highly adapted and specialized to river environments. The diversity, complexity of riparian areas in the Snake River headwaters requires specific skills in the types of river systems and riverine wetlands that provide for many of the ORVJs in the Wild and Scenic Rivers Act. A specific understanding of stream related disturbance processes and fluctuating water levels and their role in supporting and maintaining riparian areas is necessary for the flow quantification work. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of interested parties including, Large Business, Small Business (SB) Under the Size Standard of $15.0 million; 8(a); Historically Underutilized Business (Hubzone); Service Disabled Veteran-Owned Small Business (SDVOSB); and Women-Owned Small Business (WOSB). Responses are restricted to U.S. businesses that will be registered and active in the System for Award Management (SAM), www.sam.gov at the time of award. The associated North American Industry Classification System (NAICS) code for this work is 541620 Environmental Consulting Services which carries a small business size standard of $15.0 million. It is anticipated that the riparian data collection surveys will be procured by a firm fixed-price contract. All interested, capable, qualified, and responsive businesses are encouraged to reply to this announcement. The Government is requesting that interested parties furnish/address the following information. 1: Company name, address, point of contact, telephone number, and e-mail address. 2: Type of business (Large, Small, 8(a), Hubzone, Service Disabled Veteran Owned Small Business, Woman Owned Small Business) 3: Understanding of and experience with flora of these specific river and wetland ecosystems and the processes that support them. In order to determine the extent of industry interest and capability, interested parties must submit responses by email to Kellie Shaw, kellie.shaw@usda.gov. Responses are due no later than August 20, 2019 by 1:00 PM Mountain Time.
