Presolicitation Notice National Forest System Road 384 Improvements Scope of Contract The work shall consist of but is not limited to traffic control; soil erosion and sediment control; installation of 3 aquatic organism passage (AOP) culverts; replacement and installation of road drainage culverts; screening, hauling, weighing, and placement of embankment material on sections of the road to reestablish the road template; installation of 2 underdrain systems, placement of riprap to protect road fill slopes, pugmill mixing and placement of aggregate surfacing on the road, and asphalt paving. The contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and shall perform all work required to complete the project as shown on the plans, shown on the manufacturer’s shop drawings, and as described in the Standard Specifications (FP-14) and Forest Service Supplemental Specifications (FSSS). Project Location The project site is located on the Idaho City Ranger District, Boise National Forest, Boise County, Idaho on National Forest System Road (NFSR) #384 in Township 7 North, Range 7 East Section 10. The project begins at the junction with Idaho State Highway 21 at milepost 56.7 and ends at Little Owl Summit. The project site can be reached from Boise, Idaho by taking Idaho State Highway northeast for approximately 57 miles to the junction of NFSR 384. Contract Time ESTIMATED START DATE CONTRACT TIME June 8, 2020 276 Calendar Days The entire project including final cleanup of the premises must be completed by October 8, 2021. Site Visit We would like to have a site visit to explain the project and answer questions. The site visit is estimated to be scheduled on Wednesday April 29th, 2020, meeting at the Idaho City Ranger District Office at 1000 am. The magnitude of proposed project is between $1,000,000 and $5,000,000. Project drawings will be provided as attachments to the Request for Proposal (RFP). Dept. of Labor, Construction Wage Rate General Decision Numbers: ID20190092 (Highway Construction) shall apply. The complete solicitation package will be attached and made available only through beta.sam, https://beta.sam.gov/ on or within 15 days of this notice. Anyone wishing to participate in this proposed procurement must obtain their copy from beta.sam. Copies will not be mailed from the Contracting Office. All amendments will be posted on bet.sam. Contractors will be solely responsible for obtaining amendments from this site to update files. This requirement is being solicited as a Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) 19.5, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation.
