This is a USDA Forest Service amendment to a solicitation to ensure compliance with new Executive Orders. It removes references to a previous Executive Order on clean energy and a specific greenhouse gas disclosure clause. It replaces the guidelines for biobased product procurement with a new USDA program. Several standard Federal Acquisition Regulation (FAR) clauses related to representations, biobased products, sustainability, and equal opportunity are being removed and replaced with updated versions containing a February 2025 class deviation.

The USDA Forest Service anticipates soliciting quotes for Clerical Support Units to be used during fire suppression, all-hazard incidents, and prescribed project work nationwide. The contractor is responsible for providing all necessary equipment, personnel, and logistics, with resources potentially used by other interagency cooperators. Proposed rates should be based on up to a 16-hour daily shift, and agreements will be competitively awarded within specific regional dispatch centers, with vendors encouraged to select the center closest to their resource location. The Government anticipates awarding multiple preseason agreements using a total Small Business set-aside. Vendors must be registered in SAM, have a UEI number, a Login.gov account, and submit quotes electronically through the specified VIPR system.
