It removes references to a previous Executive Order on clean energy and a specific greenhouse gas disclosure clause. It replaces the guidelines for biobased product procurement with a new USDA program. Vendors must be registered in SAM, have a UEI number, a Login.gov account, and submit quotes electronically through the specified VIPR system.
