The U.S. Department of Agriculture's Forest Service is re-opening an original solicitation for an open-season Onboarding period to support fire and all-hazard incidents with Crew Carrier Buses. This is for a Multiple Award Incident Blanket Purchase Agreement set aside for small businesses, applicable to Region 13 - National. The open-season Onboarding will run concurrently with the annual contract review process, allowing existing awardees to update their agreements and new vendors who meet eligibility requirements to submit quotes. New submissions will be evaluated using the original solicitation's criteria, and any new awards will have identical terms and conditions. After the processes are complete, newly awarded contractors or resources will be eligible for task orders.

New offerors must meet all eligibility and pass/fail criteria from the original solicitation to submit a quote through the specified VIPR system. After onboarding, new contractors and accepted resources become eligible to receive dispatches under the same ordering procedures.

The USDA Forest Service anticipates soliciting quotes for Crew Carrier Buses to support fire suppression and all-hazard incidents nationwide. The contractor is responsible for providing all equipment, personnel, and management necessary to meet agreement specifications. Proposed rates should be based on up to a 16-hour daily shift, and agreements will be competitively awarded within specific Regional dispatch centers, with vendors advised to select the center closest to their resource location. The Government anticipates awarding multiple preseason agreements using a total Small Business set-aside. Vendors must register in specific systems, including SAM.gov and the USDA's VIPR system, to be eligible.
