Updated - 11 February 2021 The USDA Forest Service continues to have a need to obtain various types of Mobile Retardant Base (MRB) services. These MRB services are contractor owned, operated, and maintained portable retardant plants for mixing and loading Long-Term Fire Retardants (LTFR), as listed on the USFS Qualified Products list (QPL). The MRBs are used for the delivery of LTFR into fixed wing airtankers (AT), very large airtankers (VLAT), single engine airtankers (SEAT), and helicopters (H) at various locations throughout the U.S. This request is to establish Blanket Purchase Agreements for the 2021 Calendar Year period of performance. Current Contractors must provide updated pricing in the 2021 Schedule of Items in Section B.2 and new Offerors must complete their offers as directed in Section E of the solicitation. The Agreement period is specified in Section C.5 – Agreement Period of the attached solicitation (Solicitation 12024B19Q0002 A004 - 2021). This procurement is available for all previous Contractors that held past agreements and any new Offerors proposing for the first time. This procurement is for full and open competition and all responsible sources may submit a response which will be considered by the USDA Forest Service. Contractor's that held a BPA from 2020 must provide an updated 2021 Section B - Schedule of Prices and an updated and signed SF-1449. New Offerors must provide a complete quotation as specified in Section E of the solciitation. In this manner, existing Contractors will be provided the annual opportunity to update their pricing and new Offerors will be allowed to provide their offer for consideration. All Contractors and new Offerors must have an active registration in SAM.GOV at the time of submission in order to be considered. Any offeror that does not have an active SAM.GOV registration will be rejected as non responsive. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be published under a separate notice. The intent of the solicitation will be to establish multiple, five-year Blanket Purchase Agreements to provide the required MRB services for a period of up to five years. Offers will be accepted by mail or email as directed in the solicitation package. The solicitation will only be available online, in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). This procurement is available for full and open competition. All responsible sources may submit a response which will be considered by the U.S. Forest Service.
