UPDATE 2/21/2020: This notice updates the solicitation method to be used for this requirement. This requirement will be issued as a Request for Quotations and evaluated using Simplified Acquisition Procedures in accordance with FAR 13.106-2. While the work will still require the successful contractor to design the Jump Pools, the government does not require the services of a Registered or Licensed Architect or Engineer. *********************************** This is a presolicitation notice for the Jump Pool Design and Excavation for the North Fork Game Creek Fish Barrier Falls (Base) and the Upper Suntaheen Fishway Removal (Option). This work is further defined in the attached document. The solicitation will be conducted using Two-Phase Design-Build Selection Procedures as defined in FAR Subpart 36.3. Magnitude of Construction is between $100,000 and $250,000 Work will be required to be completed by the Summer/Fall of 2020. Offerors will be required to submit a Bid Guarantee with their proposal and both Performance and Payment Bonds after award (see FAR Subpart 28.1 for information regarding bonds). Interested offerors are hereby notified that in order to be eligible for award, an offeror's SAM account must be active at the date and time set for receipt of proposals. An offeror whose SAM account is not active when proposals are due will not be considered.

Given the current state of restricted travel within the State of Alaska, the Forest Service is not issing a final RFQ at this time. Once a final RFQ is posted the response date will be udpated to the date quotes are due. Additionally, the Forest Service is removing the requirement for the Contractor to have a Hydrologist and and Fisheries Biologist on their Jump Pool Design Team. Interested parties are invited to submit letters of interest to the Contracting Officer outlining any risks or concerns they have with submitting a quote and performing this work during the summer of 2020. This posting also provides two additional documents (not in DRAFT). They are: "Upper Suntaheen Fishpass Inspection"; "Design Criteria for NF Game Creek". These documents are being posted to give potential quoters a chance to review the requirements before the actual solicitation is posted. All draft documents have the word "DRAFT" at the beginning of the document name. Once the solicitation is posted the draft documents will be deleted to avoid confusion. IMPORTANT MESSAGE REGARDING CONTRACTOR QUALIFICATIONS: The FS Supplemental Specifications, section 153.02 Qualifications lists important information regarding the required make up of the contractor's team including a Quality Control Manager (153.02a), Supervisor responsible for rock removal operations (153.02b) and the Jump Pool Design Team (153.02c). Section L of the solicitation specifically addresses what information must be included in a quote specific to this section of the requirement.
