**09 April 2020 -- NOTICE: This requirement will be solicited under a new number. The new number will be 12024B20Q9711. Questions should be emailed to David Hershey, Contracting Officer, at david.hershey@usda.gov. **27 Feb 2020 -- A date for posting the request for quote solicitation package has not been set. This pre-solicitation provides for public notice as required by FAR Subpart 5.201(b)(i). The USDA Forest Service, Region 10, intents to post a solicitation for the supply of fully operated Light (Type III) helicopters, meeting the identified requirements and specifications for operation on a call-when-needed basis. The Light (Type III) helicopter services will be in support of resource project work and wildland fire support on the Tongass and Chugach National Forests in South Central and Southeast Alaska. The request for quote solicitation will be issued in accordance with procedures contained in FAR Part 12 and Part 13.5. The intent is to award multiple blanket purchase agreements (BPA) for call-when-needed light (Type III) helicopter aircraft services. Examples of project work include but are not limited to: radio repeater servicing, project material delivery, etc. or other resource work with fire rehabilitation work and Law Enforcement. Administrative flights may occasionally be requested. Examples of wildland firefighting support include but are not limited to: delivering water, cargo and transporting passengers as needed. The anticipated period of performance for each blanket purchase agreement will be one (1) base ordering period; with four (4) optional ordering periods. This requirement will be set aside 100% for small businesses. The NAICS code for this requirement is 481211-Nonscheduled Chartered Passenger Air Transportation. The size standard, to be considered a small business, is 1,500 employees. The Forest Service anticipates release of the full solicitation package within 15 days of posting of this pre-solicitation notice.
