This combined synopsis/solicitation is the only solicitation for commercial Salmon and Shrimp products and is issued as an invitation for bid; no separate written solicitation will be issued. Interested parties with concerns should first contact the Contracting Officer, who will make every effort to respond within 10 business days, and Tier 1 engagement does not pause solicitation deadlines or delay award/performance. Unresolved concerns may be filed as a written agency protest with the Contracting Officer or USDA Independent Review Authority, and USDA aims to resolve agency protests within 35 business days. Awards or performance are suspended during the protest period unless justified for urgent and compelling reasons or the Government’s best interest, and protesters electing USDA agency protest agree not to pursue the same matter with GAO or another external forum while the agency protest is pending.
