Interested parties with procurement concerns should first contact the Contracting Officer and may escalate to the USDA Ombudsman for Agency Protests; formal OPAP protests may be filed with the Contracting Officer or Ombudsman and will generally suspend award/performance unless urgent or in the Government’s best interest. The agency’s goal is to resolve protests within 35 calendar days from the date of filing, and protesters choosing the USDA forum agree not to pursue the same matter externally while the agency protest is pending.
